The HIGHWAYS of the township of Sheffield are superintended by a
"Board," consisting of 14 members, elected yearly, on the 25th March.
The streets, roads, and sewers of the township have been greatly improved
during the last 15 years ; but there are still some in a neglected condition.
The office is at 40 Queen street. Mr. J. Wheatley is the clerk; George
Padley & W. J. Clegg, are the collectors, & Mr. John Smith, assistant surveyor.
Mr. John Buxton is collector of Highway rates, and Mr. S. F. Holmes, surveyor
of Highways for Ecclesall Bierlow, for which township a Board of
Surveyors are elected yearly.
A COURT LEET, and view, of the frank pledge. is held at the Town-Hall
on Wednesday in Easter week, at which inspeetors of flesh, meat, fish,
weights and measures, special constables, &c., are appointed :-Michael
Ellison, Esq. is the manor-steward. Jas. P. Burbeary, Esq. is law clerk to the
Commissioners of the Sheffield Markets; Mr. John White is clerk of the
markets, and inspector of weights and measures; Mr. John Cooper is the town
beadle, and inspector of weights and measures for the out-townships; and
John Ward is the town crier and pinder for Sheffield, and George Ward for
Ecclesall Bierlow.
COUNTY COURT.-The Courts of Requests for the Duke of Norfolk's
manors of Sheffield and Hallamshire, and Earl Fitzwilliam's manor of Ecclesall,
for the recovery of debts not amounting to more than £5, gave place
in January, 1847, to the COUNTY COURT, now held several times a month,
at the Town Hall, for the recovery of debts and damages as high as £50.-
The District over which this Court has jurisdiction, comprises all the
townships, villages, hamlets, &c., in the parishes of Sheffield, Ecclesfield,
Handsworth, and Norton; the chapelry of Bradfield, and the townships of Dore
and Totley. Wm. Wake and Thomas Wm. Rodgers, Esqrs., are the joint
clerks, and the office is at 16, Bank-street; where Mr. A. J. Fretwell
is managing clerk. Wm. Walker, Esq. of Wilsick Hall, near Doncaster, is the
judge; J. P. Clapham, Esq., of Burley Grange, near Otley, is treasurer;
and Mr. W. L. Smilter, is high bailiff of the Liberty of Hallamshire, and
governor of the Gaol in Scotland street, which has now seldom more than one
or two prisoners, as none can be sent to it except from the superior courts.
The gaol and court house in Ecclesall Bierlow are now disused. Since the
suppression of the two Courts of Requests, ample compensation has been
granted to such of their officers as were not provided with offices under the
County Court. The fees in the latter are higher than those which were
charged in the old manor courts for the recovery of small debts; but for
claims of £l0 and upwards, the County Court is a readier and cheaper
process than the higher courts afford. The Bailiffs are Fras. Bedford, William
Gregory, Geo. Knowles, Jarvis Freeman, and J. Thickett.
A COURT OF BANKRUPTCY, for this part of the Leeds Circuit, is held
here on Saturdays, or when required. Martin John West, Esq. of Leeds, is
the commissioner, and Samuel Payne, Esq. the registrar. Geo. Wm. Freeman,
Esq. is the official assignee for Sheffield, and has his office at 11, St.
James's street.
